Development of the First National Investment Promotion Strategy (NIPS 2021–2025)

The Requirement
The Federal Government of Somalia sought to develop the country’s first National Investment Promotion Strategy to improve the investment climate, attract foreign direct investment, and strengthen the institutional role of the national investment promotion agency.
The strategy needed to be practical, investor-oriented, and aligned with Somalia’s broader economic recovery and development priorities.
The Assessment
Wadaag conducted an in-depth assessment of Somalia’s investment landscape, reviewing existing policies, regulatory frameworks, and institutional arrangements. The team engaged with public institutions, private-sector representatives, development partners, and diaspora stakeholders to identify barriers to investment and opportunities for high-growth sectors.
Helping people make smart financial decisions is the most difficult mission. We are committed to publishing only accurate and actionable advice, personalized tools to help people navigate life’s big personal finance decisions.
The Outcome & Impact
The strategy provided Somalia with its first structured roadmap for investment promotion and contributed to the operationalisation of SOMINVEST as a national investment agency. It strengthened institutional coordination, improved investor engagement, and laid the foundation for subsequent investment policy reforms and the development of the second edition of the strategy.
